Maybe, maybe not. Nintales is certainly the best thing to happen to hail the question is just how good is hail? It's probably still pretty shitty but we'll see.

I believe by default weather abilites are banned in lower tiers so I think it's OU by default, whether or not it's meta remains to be seen.

Hail might be still crap (well less crap than before thanks to Slush Rush and Beartic) but A-Ninetales is good for HO teams in general.

Think of it as a "good ice type" rather than "good hailmon".

Aurora Veil isn't its signature move as it's a TM that a small number of ice types (plus Mew) can learn, but it might as well be as Ninetales-A is the only viable user of the move.

What's so good about it? It's Reflect+Light Screen in a single turn, can be extended with Light Clay and if you're feeling greedy it also stacks with regular Reflect/Light Screen for a whopping 75% damage reduction.
The catch is that it can only be activated during hail (though the effects last even if hail is replaced by another weather) and since Ninetales-A has Snow Warning it's the only viable user of the move.

Its stats, movepool and typing aren't impressive but they're good enough to work.
Points of interest are 109 base speed and access to Encore, Freeze-Dry and the standard Blizzard/Moonblast for main STABs.
