It's more like you can't really tell it's a dragon unless you study it a bit. I can tell straight of the bat that guy is dragon based.

Also the fact that no lore about Necrosma even mentions anything to do with dragons at all, nor its counterparts. He's supposed to be alien like, like the UBs, but is explicitly stated not to be a UB.

third legendary is defined by its relationship to the duo, which is obviously Rayquaza to Kyogre and Groudon

that said it's a huge stretch to say dragon typing is mandatory given that half of those duos used dragon as a core typing in the first place, and it's Gamefreak's go-to "overpowered" type
