Signature move doesn't mean exclusive to that Pokemon. It just means that the move is most commonly associated with that Pokemon.

Like, several Pokemon can learn Hydro Pump, but it's most commonly associated with Blastoise. Same deal with Lucario and Aura Sphere.

I think it does make sense that said method was supposed to involve the Dream World. Why couldn't they pull it? If anything happens they can just pull a Milotic, introduce a new item and call it a day.

What also annoys me is that some pokemon that learn moves that were built around their design have better options to run. I wish Psycho Cut wasn't outclassed by Zen Headbutt. As Gallade was designed with this move in mind. Same goes with Razor Shell < Waterfall for Samurott, etc.
