Just keep fishing in the same spot. You're going to have to cope with a 1% chance either way, so once you get corsola just keep on killing it's allies until it spawns it's enemy.

For Sylveon, keep using refresh for affection. They toned down how fast you can get it but you can do it after every battle too for more points.

In the first island:

The wall
Beachfront, right on the beach
In Melemele Meadow, there's a tiny cave right to the west. You can crawl through and go through a dungeon to reach Kala'e Bay. In the bay, if you are on a Lapras and explore the eastern edge, you can find another spot.

Second Island -
Brooklet Bay. Roughly halfway through, next to some railings just before you head further down the hill.

On the right-hand side of the volcano. Find the Charming Seismic Sister. Head south. There should be a small ramp leading down. Go down, then north to find another spot.

There's one under the Aether outpost on route 8.

In the Lush Forest, you can find along the upper border, in the same area with the tree that has a Formantis ambush, but slightly before the tree itself. This is also the only place to catch Bounsweet that I know of.

These are the only ones I've found in the first 2 islands. There are probably more.

Slots are randomly determined when an encounter happens. To get rarer pokemon that are in less slots, get a pokemon in that equivalent spot on a different slot on the same table, and have it call repeatedly, and you should get it. I know this works for evolution lines and predator/prey, but I don't have confirmation for mostly unrelated ones. If my guess is correct though, chain Pichu, and eventually you should find one.

It's not confirmation, but I have definitely seen Cleffas calling Chanseys. I think your first encounter is fixed to slot one, but the chain can call from other slots.

Taking a look at the tables again, we are probably close but there's something weird in this logic. Looking at Route 001 table 03:

Not entirely related, but if the Happiny anon has a Pancham, there's an NPC trade for it in Malie, by the way.
