Her dialogue is very neutral in tone and SM's fireworks scene (where Shauna is implied to like you in XY) is instead about Lillie's dedication to save her mother. Apply the text to the actual visual cutscenes and it's pretty friendship-centric.

One of the reasons why people think she isn't is because Mallow has presence. Sh was in the Incineroar leak, she was in the front in the first poster, she is the first person Ash meets and she shows him the school and she has more lines in the trailer. For the latter, people are trying to rationalize Lillie having less lines and saying she is "quiet like in the games" and stuff like that but that's pure reach. Even if Lillie becomes more important latter, she could be your typical japanese damsel in distress which SHE IS in the games and looks at the latest poster, she is doing the typical damsel in distress pose. She could be easily be the Nia of Pokemon. A character that is plot important but needs to be saved all the time and does nothing at all. I don't think anyone will have a goal like contests so it just makes things worse.
