I was just using evoboost as an example people would know/be able to check more easily. Didnt know about the move requirement, interesting.

I ask because the only other thing I can think of that says raises all stats is ancientpower/silver wind/ghost ancientpower and they dont do evasion/acc, but things that raise a random stat like moody/acupressure can. I think z-conversion porygon z will be a really solid mon, but I want to know if it can get some sleazy evasions in there as well.

Evo Boost is only for eevee. If the evolutions could use it people would actually care. There are event eevees with celebrate/happy hour/congratulate/etc though, but I dont know if the abilities and natures and shit are any good. Also no egg moves, if that matters.

How early can you get eevee in game?

Wondering if VGC will allow Extreme Evoboost+Baton Pass. I'd be surprised if Smogon let that pass.

Follow me doesn't block moves that hit both enemies, but Eevee can survive a hit if it's fully defensive. Then it can just Baton Pass out to a Vikavolt (for example) and sweep.

Bulk up is +1 attack
Rock polish and swords dance remove all negative stats.

bulk up adds an extra attack, same as curse for non-ghosts

I know swords dance resets your stats before it activates, probably rock polish does too. Most of the stat moves that increase 2 total stages or more reset you before they activate, no reason to use them with a z move.
