Wishi has good mixed offenses and it appreciates ice beam, I'm not the kind that condones AV, but Wishi is one of the few that can run it well in doubles as long as you use a counter terrain to tapu kek.

This is in doubles of course.

Don't see it ever being good. As far as I know, it stays in the good form until it drops below 25% health. Sort of like the way Archeops works except on steroids.

It's still walled by water types and it isn't that bulky with its 45 base Health. Its shit tier speed means it is always getting revenge killed and it can't run a Life Orb or anything because it needs to be healthy.

As an example, Lopunny almost always knocks this thing to its shit form after rocks with High Jump Kick (72% minimum with rocks). Which means its super strong attack it was about to get off now comes off a 20 base attack and does nothing.

It might be RU or something but it seems to be in a shit spot, since it really cant be justified to use in OU and probably UU but seems too good for RU.

Yes, and if base Wishiwashi can heal above 25%, it'll return to School Form.
However, it only returns to School Form on the NEXT turn after healing above 25%, so good luck not fainting when you're at 25%, on base 20 Def. and 25 Sp. Def. with 40 Speed.

Base form Wishiwashi officially has the lowest BST of any Pokemon, 5 points lower than Sunkern.
