For story/flavor purposes: Don't forget that a large portion of Germany (not just jews, Germans too) didn't like Hitler or the NSDAP at all. They barely got any seats in Parliament during Weimar. The only reason he eventually got power after his SECOND putsch was because he assassinated enough people and everyone else was fighting amongst themselves.

Depends on his role in-game. Is he the champ or just a Gym leader?

Definitely, the plan is to still show the good parts of Germany, the character's going to be native to it and many NPCs will still be outright friendly, It's like if the enemy team already won and took control before the game started.
