Pretty sure it's accounting for this due to the size differences.

Metagross 4 arms are the front 4.

Metang's 2 arms are the back top.

The 2 Beldum's are the back bottom.

Also many people suspected this before, because it has elements of Metang's design in the base structure. It's nose is the chin, and the former eye sockets make up the divets in the bottom of it's mouth.
