What is the point of High Horsepower? Isn't it just an objectively worse version of Earthquake?

EQ gets shafted in Grassy Terrain, HHP does not. If Bulu gets popular/You're running Bulu, you'll want HHP over EQ whenever possible.
Also useful in Doubles if you want a strong physical ground move that doesn't hit your partners and get reduced damage from spread.

I don't expect objectively better versions of Earthquake, just something that isn't completely outclassed by it. Earth Power is a weaker special version, Precipice Blades is stronger at the expense of accuracy, etc.There is no reason to run High Horsepower over Earthquake, and I Earthquake has so much coverage that I think every mon that learns High Horsepower learns Earthquake too

Any attack that hits more than one target gets its power reduce to 75%. Sure it hits more than one opponent, but Earthquake hits your ally, too.

Unless the mechanics of Grassy Terrain has changed in gen 7, before in Gen 6 it specifically halved the power of EQ, Bulldoze, Magnitude. Somehow Earth Power was exempt from this and High Horsepower might also escape the nerfbat.
Also if you play Official format/doubles EQ is always going to not only be a double edged sword (hitting your partner) but it's also gimped to 75% of it's normal damage.
All in all the worst case scenario is if Tapu Bulu pops out in VGC/Doubles you're looking at a EQ effectively doing the equivilent of 4x resist damage to neutral pokemon. Thsi disregards other modifiers like Reflects, Intimidate, burns.
