pretty much the only things that are gonna want it are gyarados and poliwrath, and gyarados already gets dd so its a niche set at best
you could also like maybe use a bp splash lopunny but its probably not very good

youre sacrificing 1/4 of your hp to do that
and sure its a safe switch in as long as it lives the first attack but if you need to heal after taking the damage of the move you just switched in on youre not gonna be wanting to drum in its face at that point so it seems redundant
better to just play smart and bring it in safe with the sitrus
