You're missing a bit.

Firstly, Gengar lacks defense in general, so it prefers coming in on immunities rather than a "resisted" hit. It had a choice of 3/17 types to come in on before, while now it only has 2/17 types to come in on.

Combine that with the fact that EQ is still, 7 generations later, one of the most used moves of all time, and you have a lot of chances to switch Gengar in.

Secondly, having immunity to Ground was pretty necessary for Gengar, as a lot of Pokemon he switched in to counter only carried EQ + another move that Gengar would resist. As frail as he is, even he can survive most resisted attacks, and he'll be able to hit you twice before you hit him twice.

So now Gengar can't switch be used to combat a lot of Pokemon that he could previously, which will drop his usage quite a bit.

Now, with his Sp. Atk and Spd I can't actually see him leaving OU, but he'll drop to bottom and maybe even be BL for the first time ever.

WHY WERE GENGAR AND THE BEASTS THE ONLY ONES NERFED? Honestly, there are a lot more broken things in the game, but they nerfed the ONLY 4 THAT NEVER DID ANYTHING.
