Only way for a Grass type to be good is to have a very specific stat distribution and movepool or just straight up 600 stat total and Mew's movepool.

That's because it pretty much is. Lets take a look at the other special water moves that water types can learn, hm? Excluding early game stuff like water gun and bubble for obvious reasons. And heeeeeeere we go!

Water pulse: low base power, really only useful on mega launcher Blastoise and has a "meh" chance of confusion.

Surf: good base power, but hits your partner(s) in doubles and triples, and has no secondary effect.

Muddy water: same bp as surf, has a 30% chance of lowering the opponents accuracy, doesn't hit your partner in doubles and triples but does hit both the opponents pokemon...at the cost of having low accuracy itself. Accuracy lowering moves are banned in competitive anyway.

Hydro pump: very high power, but that's about it. No secondary effects or anything. Also kind of inaccurate.

Scald: great power, 30% to burn (which can't be healed btw) allowing the user to potentially take even more hits than before and is 100% accurate.
