Despite its list of weaknesses ghost owl lacks a 4x weakness so assuming you don't go full retard and raise a shit nature it isn't going to get knocked out immediately.

The trick here is that people are going to actually have to use their brains for once with a starter and play it smart. In other words instead of attacking first they need to throw down trick room ( it will get it, virtually all ghost pokemon have access to it) and either setup the opponent as needed.

If game freak is gracious they will give the owl access to will o wisp, curse and/or destiny bond.
