Because, although Dark and Steel exist in FRLG, they aren't present since FRLG are remakes. Magnemite and Magneton are the exceptions, but they're so uncommon and have such low HP stats that you can brute force your way through them with Psychic anyway.
Bug types still have terrible BSTs and movepools making them just as irrelevant as they were in RBY.

If by best, you mean ungodly op, then the only answer is gen 1 Nidoking

It's RBY Nidoqueen. It's incredibly easy to get in Mt. Moon at Level 7 using the Escape Rope glitch and you can get it to level 100 using the Experience Underflow glitch. Before you even get one badge.
