Sometimes I see pokmons on the game radar but can't find them in FPM, why is this?

So let me get this straight, a Pokemon spawns for 15 minutes, disappears, and if you didn't catch it, re-appears 15 minutes later?

Yeah I caught it back in August. The day after catching my 1st which was 300 cp 60% I caught two more 1805 and 1848 with shit IVs (sub 40). Hatched a 71% and a fucking strong one ran away a few nights ago.

At trainer level 29. you can power Pokémon up to level 30.5.
It's all power ups after level 30 that gain half the CP. 30 to 30.5, 30.5 to 31, etc.

Gym system is good, it's really ez mode to take down a level 10 gym and train it up with friends.
Fuck the only difficult part might be taking it down since training a gym alone is pretty comfy, trying to rack up 3500-4000+ prestige per run feels way more challenging than just fighting the same guys trying to take down a gym.

For hardcore players, the stagnant gyms are the best because it's guaranteed income every day. Attackers have no reason to try and attack while wasting a huge amount of resources for such little return.
Changing gyms is best for most people because you get a guaranteed source of small income which most people never really see.

The best option would be to introduce a system that rewards attackers with something. Anything. A minute amount of EXP for dozens of potions, revives, etc is not worth the trade

Yeah I tried It the few times I went to SF, those pokemons will be near the pokestops. generally if your standing on top of the pokestop or right next to it, it'll pop up and there guaranteed to be there unless it despwaned and the servers haven't caught up.

The range for the nearbys is also pretty far, a few of those stops are in a shopping center that I could never possible be in range of from my house.

I understand your idea. The problem in Go, along with most other games, is that it all comes down to a resource economy. Instead of just spending resources, you also have to factor in pokemon (whose strength, type, moves, etc.) can all change how many resources you to spend on a gym.
With all of this clusterfuck, you can't really create a system that benefits all side since any team with enough dedicated players can shutdown an area and make taking back a gym impractical. Automatically shutting down gyms just forces those players to re-take their gym from a much weaker force (since the new gym owners will have less resources than those that held the gym).

They can't make levelling up to 40 faster somehow, they can't add levels beyond 40 because it takes entirely too long to hit 40 as it is.
