It's a common ancestor. It's prolly got aspects of the general DNA of each type of Pokemon.

For man-made Pokemon like Porygon or later-developing Pokemon like Klink, the base DNA that expresses attributes of their type is probably the same ancestral DNA that mew has to learn those types of moves.

Alternatively, those Pokemon are considered inorganic and don't have DNA, making them exempt from their relation to Mew as an organic Pokemon.

Mew is the basically the common ancestor of all pokemon. So it's less that it has all their DNA and more like all Pokemon have feint traces of Mew DNA, but in a very broad sense.

Sort of like how humans can probably trace our DNA back to this: https://en.wikipedia.org/wiki/Therapsid along with other mammals. But that doesn't mean it was simultaneously all mammals.
