Drop Voltorb and Heliolisk and I'm pretty cool with that list.
Ampharos is great for ingame, despite it learning only electric moves. I used one for most of my Colosseum playthrough.

They all either have no moves and have to rely on Hidden Power coverage, or they have shit stats. Mega Manectric and Magnezone being the sole non-legendary exceptions.

I've got high hopes for Sun and Moon in this regard.
With Tapu Bulu as your lead, all pure Electrics take neutral damage from Ground, since Grassy Terrain halves damage from Earthquake. Throw in some bulky Sap Sipper users like Azumarill, and Electrics could finally have a competitive niche.
And since this gen is likely to be Terrain Wars: The Gen, they also benefit from Tapu Koko.
