Kingdra being part dragon is a bit OP but I think horsea would be a good water starter. The only problem is we haven't had a nonterrestrial water starter before

I considered Spheal but I guess it's primarily an Ice type, otherwise it would be perfect. The problem with Fire is that there just aren't any fucking stage lines. Magby is only a 3-stage line because it has two cross-generation evolutions, Talonflame is a 3-stage line, but of course Fletchling is Normal type. Regardless, Grass is best off.
