Then your Delphox is stuck holding a Black Sludge for the rest of the battle, which hurts it and prevents it from activating Magician again, and it needed to have NO ITEM in order to be able to do that in the first place, which is a significant drawback.
Do you know what opportunity cost means? If an ability requires a specific item or lack of item to activate, it's removing options, which makes it less useful than an ability that has the same effect regardless of item. Picking Magician Delphox basically locks you into giving it a Power Herb instead of whatever other item you might have wanted.
