Isn't Red the obvious answer? Don't his Pokemon have a large level increase compared to Kanto Gym Leaders? While the other games have level 80 Pokemon in some of them, the level curve leading to them is more forgiving.

I speedrun the game myself and get there with Feraligatr around level 62. I have to use guard spec, several x items, full restores for thunders, and Pika could always just crit and OHKO me.

Cynthia isn't that hard, only her Garchomp presents a problem everything else can be killed by a decently leveled Staraptor.

Ghetsis has a battle in BW2 and his Hydreigon does have a Life Orb that time. I could see someone considering that a hard battle if they don't have the Hydreigon well-covered.

Battle Factory Wally is by far the hardest NPC in any of the games because he's essentially the only one that actually takes advantage if items in an "intelligent" way. Half his team is smogonshit for christ sakes

You're speedrunning, nearly everyone else will have a higher level than a speedrun.

Frankly a 20 level gap from level 80 is still just like a level 15 fighting a level 20 in raw stat power. It only looks like a big gap but in relative power it's not really. You'll have all your moves and EVs and he's just got mostly shitmons.

BW2 Ghetsis was nerfed to hell though, even in Challenge Mode. On the other hand, Iris stole his previous Hydreigon and it's about as deadly as before.

I think NPC I.Vs scale as the game progresses for the most part. They start at 0-5 and go up. In BW2 challenge mode, I think they're all 31.

How about Jupiter's Skuntank? Complete pain in the ass in Eterna, where Dark resists and Ground attack users can be counted on one hand, and it spams a high crit endgame level STAB.

It's more of a general thing for hydreigon, BW has hydreigon as a great coverage nuker and he can ruin your life effortlessly, in B2W2 hydreigon loses levels in normal mode and becomes physical, challenge mode restores the level and gives him life orb.

Honestly those 3 instances are way better designed than Cynthia wich just has a level spike to back her up, especially challenge mode Iris.

I concur, Cynthia was a nightmare for me. Then again, the only good Pokémon I had was my level 100 Infernape, the rest were in the 40s. I wasn't very good at the whole "balanced team" thing.
