It's not going to be a main game. Not sure where people are pulling "core game" from, but all that was said was Pokemon games were being developed for it, which should be obvious.

Since it is replacing the 3DS, there WILL eventually, one day, be main Pokemon games on it however.

The first Pokemon related game MIGHT be an enhanced (from Wii U, not arcade) port of Pokkén in the interest of better sales, but I wouldn't rule out a mainline title unless they have a DS system based on the Switch's hardware in the pipeline.

Nintendo has mentioned in multiple interviews that they're going to try to avoid the 'slow start' the wii U and 3ds had; I think they're going to design a pokemon game they believe will be a system seller, whether it's a mainline pokemon game or not I can't say for sure, but if they know what they're doing they'll develop a pokemon game worth buying a new system for.
