/vp/ would be fine with an African region. I just think they'd have issues with new pokemon based on Africa specifically. But they could always bring in foreign animals. It depends entirely upon how many new pokemon and how ugly they are.

So it'd kind of feel like we're just reorganizing the existing Pokémon

A North African region would be vastly different from a sub-saharan one, racially and culturally. It runs up into the same problems as a Middle Eastern region would, though, in that these people are basically simultaneously a protected class being pandered too and the national enemy of the western world.
