With how they balance IVs and EVs, its usually 31 IVs and 0 EVS, or 0 IVs and 0 EVs (more likely). Which means more than likely either 50 OR 98, not a range. The lowest HP stat any starter has ever had was 70 with Sceptile, and it looks like he wont be losing that title, at least not to Incineroar. He could have something like 80 HP, but that means speed is more around 100 or 95 rather than 115 like some people were hoping. We'll have to wait until the game actually releases to see what their stats are like though.

Every single starter has the same 2-3 stats as their highest stat, that does not change. Litten has a high speed and high attack. Those will stay high. Maybe incineroar will get a higher hp stat relative to its other stats, like emboar's special attack stat, but his speed will still be one of his highest stats.

And it's not about kids giving a shit about stats, it's how a pokemon feels. Starters are not ninjask etc, they are your first pokemon, and shouldn't change roles as they evolve.
