Regional variants of older pokemon is an easy way to appeal to older fans while still creating new content, so, I'd say they would be outright stupid to limit regional variants to gen 7. They better get off of Kanto's dick for them, though. We need an "insert regional prefix" Jigglypuff line that's part flying.

It's because everyone hated the crossgen evos of Gen 4. Genwunners were upset that "Muh badass Rhydon" evolved into a "Fugly piece of shit" Rhyperior.

Gamefreak tried to rectify this by giving us the Eviolite. "now pre evolved pokemon can be viable!" But all this truly did was shoot themselves in the foot for the future. While pokemon like, say, Mr. Mine would not benefit from Eviolite, more defensive pokemon would.There's a reason Blissey is never in play as opposed to Eviolite Chancy.

Mega Evolutions are only temporary because people bitched about Gen 4's evolutions, because they're permanent form changes, as opposed to temporary ones. So your badass Magmar is still a badass Magmar while it's Mega Magmar, even though it looks like shit, as opposed to Mamorter basically replacing Magmar. And now Gamfreak won't have to worry about Eviolite shit.

This, coupled with the fact that they realized they're closely approaching 1,000 pokemon, led them to cut corners. Which is why we have Alolan Vulpix, as opposed to it being an all new Arctic fox based pokemon. It's their way of giving us a "New" pokemon without inflating the pokedex.
