Kirlia evolve into Gardevoir naturally regardless of gender. Why would they change that right away over a new evolution method? Gallade seems like a very specialized evolution(abandons the dancer theme Kirlia was building up) than a consistant progression.

The original design idea was a pokemon based on a knight in shining armor (See Japanese name: Sirknight, and english name Gard (Guard)evoir.) and the design bits are based on parts of armor. The "Hair" is a helmet, the "Dress" is a Surcoat, and the Red bit in the middle is a sword, which she got stabbed with when she jumped in front of you. See also Ralts (Wearing a squire's pageboy haircut).
However, Japan at the time accidentally made it super girly without really meaning to. Keep in mind this is the era of Gackt, AKA the era where Japan didn't realize how girly its prominant male figures looked to the rest of the world, so Gardevoir ending up that way makes some sense.
