Gens 1-4 have good starters with a few questionable decisions. Gen 2 gets some hate for being bland, but most people can agree they are not bad designs. Gen 5 is divisive, mostly because Emboar and Samurott change too much from their first form.

Gen 6 is mixed. Chesnaught is a terrible design, although it somehow has a fanbase. Delphox looks good in the art but the model is terrible in game. Greninja is decent but divisive, Ash-Greninja is awful.

Gen 7 is the worst overall. Fans of anthropomorphic Pokemon will love this gen, but the designs are extremely polarizing. They're more cartoonish, gender specific, and all humanoid. There's nothing at all for fans of more monster-like design and they all abandon their first forms designs completely. Incineroar is okay on its own, but in the context of all the other fire types it's lacking. Decidueye looks like a anime trope with a hoodie, ghost typing doesn't really make sense. Primarina is devianart-tier and looks exclusively female.

Rowlett is a fairly normal owl with a bow tie, Dartrix takes it a bit further and makes him refined, and then Decidueye becomes an edgy hoodie archer with glasses.

Litten is a fairly normal cat, maybe even a little apathetic or smug looking. Torracat gets a bell on its neck and looks more like a big cat. Incineroar out of nowhere becomes a dark type bipedal wrestler with tons of personality.

Popplio is like a regular seal that is clown-like, Brionne becomes a feminine idol, and Primarina is a semi-humanoid female diva design.

Basically looking at the first forms I would expect something completely different from the final forms, and it doesn't seem like they really fit the initial designs which were more normal animals.

Delphox's movepool is fine for a Fire-type, it has what it needs

Stats are okay too (114 Sp. Atk, 100 Sp. Def, 104 Speed)

Real problem is that it's just outclassed

It actually has the highest BST of the Kalos starters (534 to Chesnaught and Greninja's 530)

In terms of viability, Greninja > Chesnaught > Delphox, but it weren't for Protean, it'd be Chesnaught > Delphox > Greninja
