Either smelling salt/Wake Up Slap sort of move or its just so good an attack it needs that. It has situational uses too, and is that so bad in the end? Primarina is going to probably get the usual suite of good water and fairy moves anyway, and that dual screen.

If it works like Wake-Up Slap, it has perfect synergy with Scald.
Otherwise, you can use it to cure Burns inflicted on Special Attackers/Walls to inflict Poison/Para instead.
Unless it has 100+ power I don't see it getting much use either way.
