Yeah, here's the thing: that timeline was given for the "original" timeline. That is, for Generations 1 through 5.

Generation 6 is a new timeline, which means that Kanto may very well not have happened.

Red and Blue don't look THAT much older, I'd place them maybe around late teens to MAYBE 20 at an absolute most.

Wally just keeps looking young when he ages, and Cynthia's old enough that aging doesn't look as drastic anymore.
