If we're talking the gym experience as a whole, easily BW2. Unique music for each gym, mostly good puzzles, challenging fights in Challenge Mode, likable gym leaders with relevance, mid-battle quotes, and final Pokemon music.

In Red/Green & FR/LG his ace is Rhydon (50) followed by Nidoking (45), Nidoqueen being (44).
In Yellow both Rhydon and Nidoking are 55 while Nidoqueen is 53.
Only in the event only battle in HGSS is Nidoqueen his ace at level 46.
