Yes the long in combination with his other features gives a saurian look. Its bark skin is comparable to rough reptilian skin. It's a fine and logical interpretation of a draconic plant, more on the plant than dragon side compared to something like sceptile.

What about the Anons who only think ONE of those things? I mean, at least A-Exeggcutor is based on a dragon tree, and if you stretch and squint for a bit, it kinda looks like a dragon with its long neck and tail? I donno. All Decidueye has is its lore reason, which my brain will not let me accept no matter how hard I try, because it seems like it'd make sense for a Ghost/Rock fossil Pokemon or something. I mean, GF could've at least given it more ghost-like visual cues or something. Perhaps it'll be able to phase out or levitate or something in the anime. I'm not too fussed over it though; I'd use in a playthrough.
