This is the first grass pokemon we see when pokemon first release, it is not a plant but a reptile thing fused to a plant. this set the pace for what plant types can look like.

Ghost however have always been showed as almost a magical thing that can float in the air and are not alive nor dead.

From a gameplay standpoint, it'd be good for Regigigas, but this wouldn't make sense at all thematically since Regigigas doesn't have any fur to begin with. If this was the case, why not just give any ability to every pokemon and satisfy all those whiny faggots?

So why can't how Ghost works change? Dragon was supposed to be "the supreme type" superior to all of the others (which is why there was only one Dragon line and stuff like Charizard and Gyarados weren't Dragon), but now it's just a regular type like everything else.
