Thing is, the writers chose to gave him that Pokemon. The writers chose to have Ash face him, and the writers chose to have Ash lose to him in what is probably his most embarrassing defeat in the whole series (which is saying a lot). If the writers choose to write Ash in a way that made him look as stupid, if not more stupid than his useless opponents, then you can shit on the writers all you want but it won't stop it from being what happened.

Besides, he constantly did retarded shit that whole region so it's not like him losing to an idiot was even really out of the norm by then.
