That's if the whole timeline is linear. The "Gen 1" of this universe was concurrent to ORAS, 3 years later is DPP/HGSS (so he'd be 14 on Mt. Silver. If the events of BW1/2, XY and then SM all happen within a year or two after the fact (which seems likely especially with BW) then Red and Blue are likely only in their early 20s.

In fact since the series is celebrating its 20th anniversary I'd say it's guaranteed they'll mention they're turning 20 this year as a inside wink to the series.

Give them a pool of Pokemon based on all their previous appearances. So Blue might use his Machamp OR Alakazam, Rhypherior OR Tyrannitar etc. They'd have their signature and then everything else is up in the air. Will Blue use Mega Pidgeot or Mega Alakazam against you? Will Red bring Lapras or not? They both use a variety of Pokemon and would canonically have a bunch in boxes that they swap out as needed.

Z-crystals aren't hold items. You use them on moves to "synthesize" a Z-move, and it stays on you mon's moveset. Go play the demo and you'll see.
