Silver is a "bad guy" and not just a rival so he's not going to be in it. He was also never in the anime at all so there is no real demand for him from the target demographic (Genwunners and young kids).

Bianca/Hugh/Cheren won't be in it because Gamefreak has decided to completely ignore Gen 5 since those were the worst selling games. I'm not even kidding. Everything introduced in Gen 5 has been dropped. Pokemon introduced in Gen 5 are barely marketed at all anymore, even compared to Gen 4 and Gen 2 (Gen 1 will always get treatment, Gen 3+6 were the most recent games).

Wally and Blue are easier choices for rivals since they invalidate neither player choice, albeit Red does, and they have teams that don't invalidate starter choices. They could just reorganize a rivals team, but that's just to be kept in mind.
