There was a Japan magazine interview during ORAS where they said that Pidgeot being so closely associated with Blue was the reason they chose him for a Mega Evolution. You can argue Pikachu is his starter, but you can also argue Pikachu simply counts as one of the possible starters, which is why they gave it to him. Pikachu is also the mascot of the series, and Red is the first protag, so it makes sense they would give it to him.
