Froslass is Ghost because it's based on a Yokai, more specifically, the Yuki-Onna (or Snow Woman).

Most Yokai aren't dead people as much as monsters that assume the form of one.

Ghost isn't a literal type. It signifies a connection to the occult and the unknown. Decidueye is a rogue, a hunter, it focuses on stealth and acting beyond the understanding of its prey and enemy. It's not dead, it doesn't look ghostly and it barely has anything to do with shadows (which if anything would make it a dark type, not ghost type).

The only Dark-type move that has anything to do with darkness is Dark Void. Dark in Pokemon isn't the "darkness" type, it's the "dirty fighting" type.
