It dosen't matter. Primarina will get Ice Beam and unless Decidueye can OHKO it; which it probobly can't because bulky water; it'll probobly get oneshot.

And Incineroar will get oneshot too because Water/Fairy is gonna have a good Sp.Atk.

Ghost moves are a LOT more common than Steel and Poison type moves... and they're much better when splashed... and more splashable...
