Stop making Ice types slow and defensive and start making them fast and hard-hitting. That solves the vast majority of Ice's problems. Also, give them movesets and abilities worth a damn, and give Hail the same kind of defensive boost to Ice types that Sandstorm gives to Rock types, so Hail is a viable weather, and that will make it so the defensive Ice types that DO exist can maybe have some kind of niche to fill.

This doesn't solve Ice's main problem. Ice is already an awesome attack type. Giving it new moves doesn't change anything.

You know what we need? A buff to Hail. A way to make actually useful. As useful as ALL THE OTHER WEATHER EFFECTS.

I really don't know why Gamefreak never improved Hail when Ice types clearly need the most help out of Fire, Water, and Rock.

So, what buffs do you guys think would make Hail and Ice types simultaneously good?

Sand Rush and Sand Force equivalents for Hail, distributed to just enough Non-Ice types to help diversify Hail teams.

Remove Ice Beam from the movepools of roughly 75% of non-Ice types that currently learn it, particularly Water-types.

If you want to make rock types more viable in OU, its simple:
A) stop giving them all shit low speed stats and most importantly
B) give them an actual strong, reliable 100 BP/Accuracy Rock stab move that they can abuse like EQ instead of relying on shit moves like Ancient Power or low accuracy moves like Rock Slide or Stone Edge
Rock is a fucking amazing offensive typing. The mons are just fuck by base stats, move pool, and abilities (study is decent, but nothing special).

Ice loses its Fighting weakness and gains resistances to Ground and Flying.

Rock now resists Ice.

Really wouldn't matter much since water still its it on the special side and rock types are notorious for having bad speed/Special atk and def. Losing a weakness can do wonders for a mon, but at most itll increase their presence in the lower NU/RU tiers

True, due to a mixture of reason:

Steel didn't exist(super-effective to ice, but also drives up the usage of Fire and Fighting), Fighting was garbage, Fire was mediocre at best. Rock was pretty mediocre as well due to the lack of power on Rok Slide.

Also, the Ice types in gen 1:
Cloyster, Dewgong, Lapras: Also had the always stupidly good Water-type
Jynx: Also Psychic type, I don't need to say more than that.
Articuno: Legendary.

Even then, Articuno and Dewgong fails to reach OU.

Ice was good in gen 1 because a good amount of types were bad.
