Can we REALLY trust Game Freak to have the autistic audacity to have set EVs, natures, and IVs on a significant amount (note: realistically not *all*) of NPC trainers in the game? What if this feature was only implemented for the convenience of specific trainers, say plot-relevant battles?
This does not automatically mean "SM will be hard!" at all.

assuming an XY level curve, the last few trainers likely have max or near-max EVs.
Let's take Malva's Pyroar. At level 63 and a neutral nature, it has 851 around stats. With max EVs it gets about 80 more, a 9% increase.
But that's assuming its evenly distributed. With 0 EVs in special attack, the pyroar has 161 sp. atk. With 252 and a boosting nature, it goes to 221, a 37% increase.

No. First things first, in the past the only trainers that could have EVs in their pokemon were trainers in battle facilities, while random route trainers were not allowed to have them. With this change, it means that GF could actually create a good difficulty curve by adjusting the EVs of pokemon as you advance the story, with important battles possibly having 252/252 spreads. It also allows for modders to make really difficult romhacks.

Battle maison pokemon are a completely different file format than trainer teams.
Normal trainer pokemon can't have EVs before SM, Maison pokemon can.

No. This is just for trainers. There's like literally a list of trainers in the game's code. To dumb it down, it looks like this:
(1) Lass Leah
1 pokemon on team
Rattata lv 4
Holds Oran berry
(lists it's attacks)
(lists evs, ivs, nature, etc)
The game then pulls up this data by looking up the "(1)" or whatever when you run into that npc. Hope this helps.
