Anyway I thought it made some sense that Dugtrio would be getting the Pele's hair wig. If you look at the rocks around it, it has a new design that looks like volcanic rock, which is where Pele's hair forms. It makes sense, at least to me, that Alolan Diglett/Dugtrio pop their heads out around areas with Pele's hair and thus collected more hair as they lived longer/evolve.

Not that this is confirmed, we'll have to wait until the games come out and see how they explain the hair, but my guess is that it's literally a wig of pele's hair, not that inorganic hair is actually growing out of diglett/dugtrio.
