This isn't bad, those teams remind me a lot of the Pokemon Stadium 2 ones choice wise, well those were better because more themed around confining gym routes and Pokemon and draconic ones for example, see those Dragon Tamer use in their battle facilities).

But you can definitely use Haunter instead of Gastly and Forretress instead of Pineco, seriously, those had only Take Down and Self Destruct at best and well...Gastly's line actually had the elemental punches if you don't count the only "useful" Night Shade and Curse spam or Thunder and Thunderbolt.

Bugsy would love another Scyther or Heracross, even Scyther + Heracross or Pinsir and Shuckle + Scizor since those are pretty much the iconic Bug Catching contest mons.

Murkrow has acceptable offensive stats, otherwise you can go with Gligar and Mantine too, however I like your pick more because he is specifically a bird Flying type specialist as confirmed later and even theme wise.

Jasmine can use Magneton too, Wattson used this broken magnet in early game too and you are most likely getting an Ampharos at this point so fair enough, plus best Magneton does is Thunderbolt and Thunderwave with maybe some para hax with Sonic Boom that can miss.

Clair's team is very nice as said before, reminds me of her and Lance's draconic teams that also used Aerodactyl, Tyranitar and Nidos, while their gym trainers used starters just like Dragon Tamer do in Battle Tower, pretty much any mon that learns Dragon Dance or Outrage.

It's funny you mention the Dragon Tamer teams because that's how I planned for the gym trainers to go. Since only the best actually get to own a Dratini, you'd see a lot of Pokemon that aren't quite dragons but fit the theme (Arcanine, Steelix, Rhydon, Ampharos, Nidos, etc).

I made Clair stick to aquatic dragons to differentiate her from Lance, who will probably still use a bunch of fliers and maybe others thrown in instead of just three Dragonites.

You're probably right about being able to evolve some of them like Gastly and Pineco, but I'll wait and see how the level curve looks first.

I was going for a thing where Bugsy for travelling for some reason and the old fire leader who retired early is forced to fill in while he's gone.
