How would cell collecting be mandatory? And yes, while it is a free legendary, it's a useless legendary at the beginning of the game. It's not like you can grind for cells like you could grind for levels for the Beldum.

I think Zygarde might be post game like the other XY themed stuff, actually. The data seems to suggest that there's a totem Zygarde 10%. People are suggesting those empty spots are for its cells but those are considered items so it doesn't make sense
