You can find them in the wild in DPPt and BW2. It's part of the BW2 Regional Dex, even.

Even then, wasn't the Weather Institute just researching it? Correct me if I'm wrong, but I don't recall them saying it was outright made by them. Its Ruby Dex entry implies it's more of a natural occurrence with how it developed its powers too, unless the WI did some fucked up shit to make it.
