But the helmet is specifically what's making it weaker. Its website description implies that it's capable of breaking out of the helmet at any time, but just chooses not to until a certain point.
It can also be assumed the the extra foot of height it gains is simply from its crest fanning out

Literally the only reason why they're two different Pokémon is so they could have two different names, allowing for the "Type: Null" name gimmick.
