Doesn't matter. They, literally, placed hair on top of them. That's it. It is lazy. That doesn't mean it's bad. I do think it's bad, but you cannot say that placing hair onto an already created model isn't lazy when compared to creating brand new models for other Pokemon. Lazy != bad.

Literally none of the Alola forms are brand new models except Exeggutor. If anything Dugtrio's hair is more complex to model and animate than most Alola form changes.
