Yes and no. Silvally, like Arceus, can be absolutely any type in battle without relying on hidden values. While any pokemon can have any type attack with Hidden Power, any one pokemon at any time can only have one type for Hidden Power. You can use one Silvally and make use of any Z-move, if that's how it actually works.

I don't think the Pokemon has to hold the Z-Crystal to use a Z-Move, at least in the Demo, Pikachu doesn't hold the Electrium Z.
