I get on that page, I click the pixiv tool icon and I can select from "Pixiv Tool", "Options", and some other things like "Remove from Chrome". The Pixiv Tool button takes me to the chrome web store, and the options page doesn't seem to have a download button on it.

You don't click the tool at all, it should work passively, if not check your chrome version and whether or not you have conflicting addons /javascript etc disabled and make sure that nothing funny is blocked in your adblocker.
