In the end of the day, Pokemon anime is a show that is part of the marketing for young kids to buy their stuff and cares to only target the main audience, which is again young kids.
Even if they made a season with good characters and a good story, they will stick with the status quo of having Ash lose the league and adventure to another region to attempt in the league again. Why you think some left during Jotho or the Advance Generation?

After you progress in the story and go through all the jazz about creating a league, they could lock the first run of it always being won by Ash in-game (the best you could do is getting to face him in the final, then being demolished by his team in an impossible to win event battle).
