It is a nerf, since they put another tool there to deter sleep-inducing since that's the main problem, not really Smeargle itself.

We have Safety Goggles for powder moves i.e. Spore, and we just got that in Gen VI. They're taking away from its use as a sleep-inducer while still leaving it as an option to make use of some other utility you may need.
